Live from Washington, this is BBC News. The US and Iran describe a first round of talks over Tehran's nuclear programme as constructive. It's the highest-level meeting between the two nations since 2018.

Good to have you with us. The US and Iran have described its talks over Tehran's nuclear programme as constructive, after delegates from both countries gathered in Oman earlier today. Iran's Foreign Minister Abbas Rouchi says that Iran wants a fair and equal deal.

The White House described the talks as a positive step forward. The two parties did not meet face-to-face during the two-and-a-half-hour meeting, but agreed to further talks next Saturday. Discussions are the highest level since President Trump pulled out of an international nuclear agreement with Iran seven years ago during his first term in office.

Iran's Foreign Minister said the talks took place in a constructive and mutually respectful atmosphere. During the meeting, I think we came very close to a basis for negotiations. At our next meeting, if we can finalise that basis, we'll have gone a large part of the way.

Parham Ghabadi, a senior reporter with BBC Persian, has more on those talks. The Iranian delegation was headed by Iran's Foreign Minister Abbas Rouchi, who seemed to be really upbeat about the negotiations. He said they were constructive and in a professional atmosphere.

He said the Omani foreign minister acted as go-between the two delegations, exchanging messages, and the whole talks lasted for two-and-a-half hours. Now, that is one of the issues, one of the core disagreements between the Iranian and the American delegations, because Iranians are saying the talks were held indirectly, whereas the Americans have been saying these are direct talks between the delegations. However, the Iranian foreign minister said that both delegations met briefly after the talks, and this is what he called a courteous, diplomatic gesture, and they talked for a few minutes face-to-face.

But something interesting that happened was that the Iranian media, including the Iranian state TV, preemptively dismissed Donald Trump's future remarks, saying that Donald Trump may speak about the content of these negotiations later on today. However, what he says is untrue, and the reason for that is because he wants to influence the public opinion. We don't know why Iranians are saying that.

Is it because Iranians have made some concessions during the talks, and they fear that Donald Trump might reveal them? Joining me live now is Richard Nephew, former Deputy Special Envoy for Iran under the Biden administration and former Director for Iran at the National Security Council. These are the first talks between the US and Iran in a long time, we're talking seven years here. How much realistically do you think can come out of these talks? Well, I think this initial round has achieved basically what it could achieve, which is agreement that there will be additional rounds, that there will be additional conversations, and that there is a basis to continue talking. I don't think we should go overboard as to how far they got or we're going to get.

And were we to see both sides come to the table over the nitty gritty, the nuts and bolts of any kind of deal, the big question would be what kind of agreement would either side accept? I mean, do you think, for example, that Washington would be prepared to give sanctions relief? I think so. And I certainly think that President Trump would be prepared to do so.

I think on the US side, though, there are a lot of really important questions about how far the nuclear programme would have to be pulled back in order for any kind of concessions on sanctions to even be considered, let alone some of the other provisions that might be asked for by the Iranians. Yeah. And what about those concessions from Tehran, for example? Do you see them saying yes to completely suspending uranium enrichment? No.

That's something Iran has been rejecting since Libya gave up its nuclear programme in 2003. So it's going to have to be something less than that if the Iranians are going to agree to it as part of a deal.

If we don't see that, if you take a listen to some of the comments from Donald Trump, he has said on several occasions, he's prepared to use military force if there's no deal. What do you make of that? Do you see that as a credible option? I do.

And I think part of the reason why is the Iranian nuclear programme has advanced significantly since Donald Trump withdrew the United States from the agreement back in 2018. And they now really do sit at the precipice of being able to have nuclear weapons. That's something that every U.S. administration has said it would oppose going back 30 years.

Well, if the U.S. perhaps doesn't want to do that, do you see another party perhaps being willing to engage Israel, for example? Yeah, I think the Israelis have been pretty clear that they'd be prepared to use military force.

Certainly, they've demonstrated that with the attacks that they made against Iran last year. And I think they've demonstrated as well that they are prepared to act to defend themselves. The real question is how far the Israeli attacks could go, whether or not they could do significant enough damage to the Iranian nuclear programme to prevent it from being rebuilt very quickly and producing weapons.

And even the United States can't eliminate it forever, so long as the Iranians have the capacity, the knowledge to be able to rebuild it. Richard, I just wonder, this is an incredibly delicate process.

Yeah, absolutely. Look, I think the Iranians at this point, they are a decision away from being able to pursue nuclear weapons. There's no technical limitation at this point on their ability to do so.

Now, Donald Trump has said he doesn't want to change the government in Iran, but there are people around Donald Trump who've said that they do. And so I think one of the questions that the Iranians are going to be asking themselves is how credible they see the possibility of a deal, whether or not a deal could stick and whether or not the United States could rein in the Israelis and others who may decide to reject a deal.

Thank you. The Trump administration is exempting smartphones and other electronic devices from recently imposed global tariffs, including unprecedentedly high taxes on Chinese imports. It's the U.S.'s first major concession to Beijing in their escalating trade war.

Well, computers and semiconductors are also exempt from tariffs, and many U.S. tech companies like Apple and Dell make their products in China. And imposing tariffs on those products would have driven up costs for U.S. consumers. The White House says that the exemption is a temporary reprieve to give tech firms time to move their operations to the United States.

While the exemption strikes out a 125% tariff, smartphones imported from China are still subject to a 20% levy, which was earlier imposed against China for its alleged role in the U.S.'s fentanyl epidemic. Well, our North America tech correspondent, Lily Jamali, is following the story from San Francisco. Lily, just talk us through exactly what is now struck from these tariffs.

Well, we are talking about a group of about 20 different categories in the consumer electronics space. So that would include, you mentioned smartphones, computers. It also includes memory and flat screen television panels.

It has changed from day to day, sometimes from hour to hour. We have seen exemptions tapped on. And there's also a whole host of people within the White House that are making statements about what the policy is.

President Trump, I mean, he seemed pretty firm in his position against China in this trade war. So why do you think he's made this allowance? Yeah, I mean, I think this is, it's fair to call this a capitulation on the part of President Donald Trump. I think aspiration ran into reality here.

So that's what the White House, I think, was confronted with here.

Unfortunately, we're having a little bit of trouble with the line there. And we do apologize for that. But briefly, if you don't mind, Lily, do you think that the US making a concession like this will actually bring the prospect of a US-China trade deal any closer? Answer that.

So this could be sort of an indefinite and ongoing process. And what reaction have we had to this move, Lily? And I think a lot of angst amongst consumers who are bracing themselves for potentially much higher prices for the products that they buy.

So, for example, going to the Trump inauguration, funding his inaugural fund, in some cases, by a million dollars a pop, and also making various announcements. So in Apple's case, they made an announcement of a $500 billion investment in the US, talking about opening up a new facility in Texas.

The UK government is taking one of the country's most crucial steel works into state hands amid fears that its Chinese owners were about to close it down. The British steel plant in the historic steel town of Scunthorpe employs nearly 3,000 workers and is the only mill left in the UK that can make steel from scratch rather than recycling scrap. The government recalled MPs from their Easter break for a rare Saturday sitting, and our political editor Chris Mason has more.

We must work together to rescue our steel sector and the tens of thousands of jobs that rely on it directly and indirectly. But under the terms of this bill, the Secretary of State is giving himself huge and unconstrained powers which could set a very dangerous precedent. In Gaza's Hamas-run health ministry reports that more than 1,500 people have been killed in raids by Israel since it restarted its offensive in mid-March, following the collapse of that truce.

But despite that, today he was able to carry out an attack on three prison officers that involved him throwing hot oil at them and then producing homemade weapons, which he used to stab them.

Betty and her owner Shona were welcomed by fellow walkers at the top of a hill near Bremer in the Scottish Highlands.
