The film is set in the 1st century AD, when the Roman Empire occupies Britannia. The Iceni king Prasutagus, seeking peace, reaches an agreement with Rome, bequeathing half of his kingdom to the Romans. However, the Roman procurator Catus Decianus breaks his oath, not only annexing all the territory but also publicly flogging Queen Boudica and violating her two daughters.
Rising from humiliation and grief, Boudica allies with the Trinovantes and other British tribes, leading a massive army to exact revenge on the Romans. She successively sacks the Roman towns of Camulodunum and Londinium, finally clashing with the Roman governor Suetonius Paulinus in the Battle of Watling Street.
The film focuses on Boudica's transformation from queen to warrior leader, showcasing her anger, faith, and tragic fate. It also intersperses soulful dialogues with her daughters and the mystical prophecies of the Druids.
